15. NEPOTISM - a comprehensive policy has been negotiated restricting applicants from being hired and <br />employees from being promoted into positions which relate to supervision, morale, safety and security <br />issues. This policy shall not effect employees employed by the City in the positions held as of the <br />effective date of the policy, however it would effect them if they were to seek a promotion in the future. <br />16. EMPLOYEE TRAINING/EDUCATION - department heads desiring to send an employee to <br />training/education on city time and/or at city expense shall be required to post a notice at least one week <br />before deciding who to send, if time permits. <br />17.
