CITY OF COLTON <br />BUYER <br />DEFINITION <br />Under general supervision, assists the General Services Manager <br />with the purchasing of supplies, services and equipment for use by <br />the City. Performs all purchasing functions and maintains <br />purchasing records. <br />SUPERVISION RECEIVED AND EXERCISED <br />Receives direction from the General Services Manager. <br />Exercises functional and technical supervision over clerical <br />personnel. <br />EXAMPLES OF DUTIES - Duties may include, but are not limited to, <br />the following: <br />Meet and exchange information with vendors and provide bid <br />information when requested; determine and evaluate the suitability <br />of vendor's commodities. <br />Maintain and update bidder's lists; maintain and update catalogue <br />files. <br />Receive, review and process department's requisitions; verify for <br />accuracy and completeness; solicit bids and prices. <br />Confer with operating officials and technical personnel concerning <br />departmental needs and purchase specifications. <br />Prepare specifications and bid forms for commodities requiring <br />formal bid procedures; assemble bid packages and prepare for <br />mailing. <br />Conduct bid openings, analyze bids and prepare bid analysis and <br />Council agenda reports for bid award. <br />Prepare contracts, bonding requirements and other documents <br />associated with supplies, materials, equipment and services. <br />Determine vendors from whom purchases shall be made, conformance <br />with the specification, prices, terms, delivery time and reputation <br />of vendors. Compare costs and evaluate the quality and suitability <br />of suppliers. <br />Conduct surveys and inventories of stores items for quantity, <br />quality and suitability for City use; determine items to be stocked <br />in stores inventory. <br />1 <br />
