City of Colton <br />Buyer (continued) <br />Prepare purchase orders and other necessary documents related to <br />the purchase of supplies, services and equipment. <br />Review change order requests for completeness and accuracy; prepare <br />change orders and administer in the same manner as purchase orders. <br />Perform follow-up on orders and reconcile problems with delayed <br />delivery, damaged goods, failure to deliver or incorrect <br />merchandise or pricing. <br />Receive and inspect merchandise when necessary. <br />Match receiving reports, invoices and purchase orders; check for <br />accuracy and forward for payment. <br />Assist in the development and implementation of goals, objectives <br />and policies for the General Services Division; prepare work <br />program proposals; analyze cost effectiveness of proposals. <br />Perform related duties as required. <br />QUALIFICATIONS <br />Knowledge of• <br />Laws and Ordinances affecting municipal purchasing. <br />Procedures and techniques of centralized purchasing including <br />record keeping and inventory control. <br />Best source and appropriate price for products. <br />Research methods and report preparation. <br />Supplies, services and equipment typically used in municipal <br />service. <br />Office administration practices. <br />Ability to• <br />Supervise, train and evaluate assigned personnel. <br />Understand and apply pertinent laws, rules and regulations. <br />Communicate effectively both orally and in writing. <br />Establish and maintain effective work relationships with those <br />contacted in the course of work. <br />2 <br />
