CITY OF COLTON <br />AGENDA REPORT (CONTINUED) <br />FOR COUNCIL MEETING OF October 6, 1992 <br />SUBJECT: Report on Tertiary Treatment Project for the City of Colton <br />DISCUSSION CONTINUED: <br />Based on the Kennedy -Jenks evaluation and review of the planned treatment plant <br />expansion being designed by Krieger and Stewart, it appears that proceeding <br />with the RIX alternative is the least costly means of complying with the RWQCB <br />requirements. Therefore, staff has started discussing the possibility of joint <br />participation in a RIX facility with the City of San Bernardino. Our discussions <br />thus far have focused on the elements of accomplishing the construction of RIX <br />as a joint project, and ideas for developing a Joint Powers Agreement between <br />the two Cities. Both Cities are now under a stringent time requirement for devel- <br />opment of engineering plans in accordance with the Cease and Desist Order from <br />the RWQCB. Therefore, we have had preliminary discussions on the submittal <br />of the schedule for the construction of the required tertiary treatment facility. <br />This has been with the understanding that the City Council of each City agrees <br />to a joint project. <br />While a Joint Powers Agency is being established, it has been suggested that <br />preliminary design work and land acquisition be accomplished under the administra- <br />tion of the Santa Ana Watershed Project Authority (SAWPA). SAWPA's initiation <br />of this work would represent to RWQCB that the Cities are responsive to the <br />Cease and Desist Order design time schedule requirement. The time schedule <br />for design of the final facilities would incorporate this preliminary design work <br />in the City's response to the RWQCB. In discussing this with RWQCB staff, they <br />have indicated they would consider such action as part of the initial response <br />to compliance with the Cease and Desist order. <br />If a JPA is not established between the two Cities for a single treatment facility, <br />each City would accomplish compliance to their respective Cease and Desist Orders <br />by utilizing preliminary engineering work to develop their own specific advanced <br />wastewater facilities. A separate RIX treatment facility could be operated and <br />maintained independently by each City. However, additional facility's costs <br />for separate pipeline, disinfection facilities, etc. and duplication in operation <br />and maintenance costs would make Colton's overall costs greater than with joint <br />facilities. <br />A single advanced wastewater treatment facility and jointly owned pipelines, etc., <br />are considered the most cost effective means of achieving compliance with the <br />RWQCB requirements. Therefore, every effort will be made to establish the JPA <br />provisions related to participation, ownership, rights to the treated water, as <br />well as provisions for arbitration when consensus cannot be reached on issues <br />related to future facility costs, etc. <br />Page 2 of 3 Item No <br />
