CITY OF COLTON <br />AGENDA REPORT (CONTINUED) <br />FOR COUNCIL MEETING OF October 6, 1992 <br />SUBJECT: Report on Tertiary Treatment Project for the City of Colton <br />DISCUSSION CONTINUED: <br />In consideration of the time constraints now placed upon the City of Colton, it <br />is considered imperative that we move forward with our report to the RV�QCB showing <br />definite actions that the City will be taking to comply with the Cease and Desist <br />Order. At this time, Council could approve, in concept, the City proceeding towards <br />a JPA and the development of the RIX system for meeting our advanced wastewater <br />treatment requirements. Staff believes there are opportunities for reconsideration <br />and redirection during the pre -design phase, if difficulties occur in developing <br />the JPA, or if another means of advanced wastewater treatment seems more advantageous <br />to the City. <br />FISCAL IMPACT: <br />The fiscal impact for the final implementation of the RIX facility is estimated <br />at $22,812,000.00 as the City of Colton's share. This is subject to change upon <br />completion of the design and more refined cost estimates for construction. The <br />City of Colton's share of costs for preliminary engineering work is estimated at <br />$150,000.00. The FY92-93 budget has $847,000.00 approved for tertiary wastewater <br />treatment. <br />RECONNIENDATION: <br />Staff recommends that, 1) Council approve in concept, the City of Colton participating <br />with the City of San Bernardino in the design and construction of the RIX Advanced <br />Wastewater Treatment System, subject to an acceptable Joint Powers Agreement; 2) <br />Council approve in concept, the development of a Joint Powers Agreement with the <br />City of San Bernardino for the construction and operation of a RIX facility and <br />associated pipelines; 3) Council authorize the Director of Public Utilities to <br />notify the Regional Water Quality Control Board that the City of Colton is proceeding <br />with the design and construction of advanced wastewater treatment in compliance <br />with Board Order No. 92-50; 4) Council authorize the Director of Public Utilities <br />to make expenditures for the design of the advanced wastewater treatment facility <br />and pipelines to achieve compliance with Board Order No. 92-50. <br />GED/1j <br />CITY MANAGER'S CONCURRENC <br />Page 3 of 3 Item No <br />
