CITY OF COLTON AGENDA REPORT (CONTINUED) FOR COUNCIL MEETING OF October 6, 1992 SUBJECT: Report on Tertiary Treatment Project for the City of Colton DISCUSSION CONTINUED: In consideration of the time constraints now placed upon the City of Colton, it is considered imperative that we move forward with our report to the RV�QCB showing definite actions that the City will be taking to comply with the Cease and Desist Order. At this time, Council could approve, in concept, the City proceeding towards a JPA and the development of the RIX system for meeting our advanced wastewater treatment requirements. Staff believes there are opportunities for reconsideration and redirection during the pre -design phase, if difficulties occur in developing the JPA, or if another means of advanced wastewater treatment seems more advantageous to the City. FISCAL IMPACT: The fiscal impact for the final implementation of the RIX facility is estimated at $22,812,000.00 as the City of Colton's share. This is subject to change upon completion of the design and more refined cost estimates for construction. The City of Colton's share of costs for preliminary engineering work is estimated at $150,000.00. The FY92-93 budget has $847,000.00 approved for tertiary wastewater treatment. RECONNIENDATION: Staff recommends that, 1) Council approve in concept, the City of Colton participating with the City of San Bernardino in the design and construction of the RIX Advanced Wastewater Treatment System, subject to an acceptable Joint Powers Agreement; 2) Council approve in concept, the development of a Joint Powers Agreement with the City of San Bernardino for the construction and operation of a RIX facility and associated pipelines; 3) Council authorize the Director of Public Utilities to notify the Regional Water Quality Control Board that the City of Colton is proceeding with the design and construction of advanced wastewater treatment in compliance with Board Order No. 92-50; 4) Council authorize the Director of Public Utilities to make expenditures for the design of the advanced wastewater treatment facility and pipelines to achieve compliance with Board Order No. 92-50.
