De er ublic Utilities Director <br />SUBJECT: Award of the Installation of the Final Phase of <br />the Water Telemetry Contract to Ellis electric <br />(Sole Source) in the Amount of $198,277.00 <br />BACKGROUND: <br />The City of Colton's Water Telemetry project was approved <br />The project was divided into five phases (one design, four <br />a different phase to be completed each fiscal year. The computer <br />system will enable staff to control the level of water at the reservoirs, turn <br />on/off booster stations and wells, providing water to the City's customers as <br />needed. The water telemetry system will help reduce the amount of the time crews <br />spend in site visits monitoring the operation of the wells, reservoirs and booster <br />stations. This will allow more crew time to work on replacements/repairs of <br />the old water lines and other projects. <br />DISCUSSION: <br />Ellis Electric has supplied the needed equipment for the other phases of the <br />water telemetry project. Since all of the phases must tie-in to one central <br />computer, which is compatible with the existing phases already installed, staff <br />requested Best, Best and Krieger to determine if the project could be considered <br />sole source with Ellis Electric as the contractor. In response to a similar <br />request, Best, Best and Krieger prepared a memorandum dated December 27, 1991 <br />which indicated that Ellis Electric could be awarded a contract as sole source <br />contractor. Best, Best and Krieger suggested that the Council make certain <br />findings in support of the sole source contract award. These findings are: <br />1) Ellis is the sole supplier of uniquie product and services necessary to the <br />expansion of the City's telemetry system; 2) if another contractor were allowed <br />to perform the work, the warranty on the previously completed work will be voided; <br />and 3) no public purpose would be served by awarding a new contract for this <br />phase of the telemetry system expansion project, and entering into the public <br />bidding process would, therefore, be an unnecessary and costly action of no value <br />to the City. <br />Attachments: 1 <br />Page 1 of 2— <br />Item No. I <br />
