Decker, Public Utilities Director �� Subject: PUBLIC HEARING AND FINAL ACCEPTANCE OF PARCEL MAP 14405 SINGLETARY BACKGROUND: The tentative Parcel Map 14405 consists of (2) two parcels and a remainder parcel. This parcel is part of the Southwest annexation 44, which has been recently accepted into the City of Colton. The Project is located on the Westerly side of Pellisier Street and Southerly of The Highgrove Storm Channel. The area is basically underdeveloped land, which does not currently have water or sewer facilities. The subject property of the parcel map along with the other undeveloped land in the overall area need to have the water and 'sewer facilities provided through a public utilities improvement district. Since the Singletary property is to develop before the establishment of an improvement district, it is considered imperative that the property owner be willing to participate in the costs for the future public utilities improvement district. Therefore a condition is to be established with the recording of the parcel map that will obligate Mr. Singletary or his successor in interest to the property to enter into an agreement with the City for being a participant in a public improvements district. DISCUSSION: The owner of the Parcels, G. W. Singletary is requesting final acceptance of Parcel Map 14405. The project is subject to certain conditions being met prior to the map being accepted. Of significant concern is a condition requiring Mr. Singletary to sign an agreement that obligates himself or his successor in interest to the property to enter into an agreement for being a participant in a public utilities improvement district. This will provide water and sewer to serve his property and other contiguous and adjacent property in the area.
