Decker, Public Utilities Director ���� <br />Subject: PUBLIC HEARING AND FINAL ACCEPTANCE OF PARCEL MAP 14405 <br />SINGLETARY <br />BACKGROUND: <br />The tentative Parcel Map 14405 consists of (2) two parcels and a <br />remainder parcel. This parcel is part of the Southwest annexation <br />44, which has been recently accepted into the City of Colton. The <br />Project is located on the Westerly side of Pellisier Street and <br />Southerly of The Highgrove Storm Channel. The area is basically <br />underdeveloped land, which does not currently have water or sewer <br />facilities. The subject property of the parcel map along with the <br />other undeveloped land in the overall area need to have the water <br />and 'sewer facilities provided through a public utilities <br />improvement district. Since the Singletary property is to develop <br />before the establishment of an improvement district, it is <br />considered imperative that the property owner be willing to <br />participate in the costs for the future public utilities <br />improvement district. Therefore a condition is to be established <br />with the recording of the parcel map that will obligate Mr. <br />Singletary or his successor in interest to the property to enter <br />into an agreement with the City for being a participant in a public <br />improvements district. <br />DISCUSSION: <br />The owner of the Parcels, G. W. Singletary is requesting final <br />acceptance of Parcel Map 14405. The project is subject to certain <br />conditions being met prior to the map being accepted. Of <br />significant concern is a condition requiring Mr. Singletary to sign <br />an agreement that obligates himself or his successor in interest to <br />the property to enter into an agreement for being a participant in <br />a public utilities improvement district. This will provide water <br />and sewer to serve his property and other contiguous and adjacent <br />property in the area. The following conditions set forth below are <br />to be agreed upon and recorded concurrently with the recording of <br />0 <br />
