Lavin, Water Utilities Manager <br />SUBJECT: Consider Approval of the SARI Discharge Date: June 10, 1993 <br />Agreement <br />BACKGROUND: <br />The Santa Ana Regional Interceptor (SARI) line is for the transmission of industrial <br />wastewater from within the San Bernardino Valley area. The wastewater is transmitted <br />to a facility downstream of the Santa Ana River. <br />San Bernardino Valley Municipal Water District and the Santa Ana Watershed Project <br />Authority are constructing the SARI line through the City of Colton. <br />DISCUSSION: <br />The City of Colton should purchase pipeline capacity for the discharge of 2.0 million <br />gallons per day of industrial wastewater into the SARI line. The cost of purchasing <br />capacity is $7,300,000. The cost will be paid in twenty no -interest installment <br />payments of $365,000./ea. beginning on June 30, 1993 and ending on June 30, 2012. <br />Utilizing the discharge capacity into the SARI line will reduce the treatment operating <br />costs for the City. Also, the City may re -sell the discharge capacity to heavy <br />industrial users at any price. <br />RECOMMENDATION: <br />Staff recommends that Council authorize the City Manager to sign the attached SARI <br />Discharge Agreement for Pipeline Capacity. <br />LJ/lj <br />CITY MANAGER'S CONCURRENCE: <br />Attachments: <br />Page 1 of Item No. 2;zw <br />
