(Capital Improvement) $30,000.00 -0- <br />(Install elevator to provide handicap access) <br />The City funded Somos Hermanas Unidas with 92/93 Community Development Block Grant <br />funds (20,000.00) for this project. San Bernardino County Economic Community Develop- <br />ment a vises that, unless Somos Hermanas can get the propety owner to enter into a long <br />term lease, this funding cannot be used. The property owner may not opt to do this as it will <br />restrict the use of this property, for ten to fifteen years to specific uses that serve low and <br />moderate Income persons, even if Somos Hermanas Unidas no longer occupies the building. <br />TOTALS $473.555.00 $2249620.00 <br />Most all of the requests for the City's Community Development Block Grant funding were R <br />in the Social Service category. The City may fund any or all of these in very limited amounts; <br />however, in doing so, the amount of funds remaining that can be used for the City's <br />programs, (Grafitti Eradication, Youth Intervention, and Senior Counseling) will be reduced <br />significantly and may result in severe cutbacks in these services which directly benefit E <br />Colton residents. Reduced Community Development Block Grant funding may place even <br />more burden on the City's General Fund, in order to keep these services available to the <br />public. <br />Community Development Block Grant funding, in previous years, has been approximately <br />$180,000 annually. The City did not anticipate receiving $100,000 more this year. <br />Although the recommended amount to be allocated is less than the total grant, staff O <br />requests that consideration be made to allocate the remaining balance ($55,680.00) to the <br />Community Development Block Grant Contingency Fund. Eligible Capital Improvement <br />projects, such as street overlays, curb, gutter, and sidewalk, can be identified and brought <br />before the City Council for funding considaration at a later date.
