1. The City of <br />services to it <br />as required by <br />POLICY <br />Colton shall endeavor to provide municipal <br />s non -English-speaking residents, and to others <br />law. <br />2. Each department head shall be responsible for providing <br />written translation of necessary departmental policies and <br />procedures into the language (s) which the non -English-speaking <br />community commonly uses in order to facilitate their dealings <br />with that department. Such procedures shall be made available <br />to the public upon their request. <br />3. All job descriptions for positions where bilingual abilities <br />in Spanish are desirable shall be amended to state under <br />"Minimum Standards" that "bilingual ability in Spanish is <br />highly desirable." This statement shall be added prior to the <br />next recruitment for that classification. <br />4. City employees who are recommended by their department head, <br />approved by the City Manager, and successfully pass an oral <br />test conducted by the Personnel Department, shall be eligible <br />for bilingual pay. <br />5. Only employees granted bilingual pay shall be required to <br />speak the designated second language. <br />6. If a department head's bilingual employees are not available <br />(eg: on vacation, sick leave, vacancy, etc.) and a bilingual <br />need occurs, that department head may request that another <br />department head "loan" a bilingual employee to that department <br />to handle the bilingual need. If approved, that bilingual <br />employee shall be required to report to the other department <br />for the duration of the assignment. ( It is not anticipated <br />that such assignments would last more than 10-15 minutes). <br />-1- <br />
