Lavin, Water Utilities Manager <br />SUBJECT: Date <br />Approval of Resolution for the Pretreatment <br />Enforcement Plan and Approval of Resolution <br />Settin Local Discharge Limits <br />BACKGROUND: <br />On March 15, 1994 Council adopted the amendments to the Pretreatrment <br />Ordinance. Per the amendment to the Pretreatment Ordinance, the local limits for <br />dischargers were to be set by Resolution. This allows the City the ability to change <br />local limits by Resolution when requirements by the State Regional Water Quality <br />Control Board change. <br />The State Regional Water Quality Control Board has required the City to adopt a <br />Pretreatment Enforcement Response Plan which outlines the enforcement levels, <br />response options and responsible personnel. <br />DISCUSSION: <br />Attached are the two Resolutions required by the State Regional Water Quality <br />Control Board for the City's Pretreatment Program. <br />RECOMMENDATION: <br />Staff recommends that Council adopt the attached Resolutions setting the City's <br />local discharge limitations and establishing a pretreatment enforcement response <br />plan. <br />LJ/I j <br />CITY MANAGER'S CONCURRENCE: <br />Attachments: <br />Page 1 of____ Item No. <br />
