CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of August 2, 1994 <br />To: (--� / HONORABLE MAYOR AND CITY COUNCIL <br />From: V PETER MIRELES, CHIEF OF POLICE Date: July 27, 1994 <br />Subject: Adoption of a Youth Accountability Board <br />BACKGROUND: <br />The San Bernardino County Probation Department, in cooperation with the City of Colton, seeks to <br />establish a youth accountability board in the Community. The Board provides an alternative <br />method in the handling of first time juvenile offenders. <br />DISCUSSION: <br />In San Bernardino County over 18,000 juveniles are arrested each year. Of that number, <br />approximately 15,000 juveniles are being addressed by the probation department either informally <br />or through diversion programs. Many cases only receive a cursory review with first time offenders <br />receiving even less attention. Some studies show that diversion programs, involving the first time <br />offender, can save thousand of dollars in the future. <br />The San Bernardino County Probation Department is establishing such a diversion program in <br />communities within the county. This program is the Youth Accountability Board. The cities of <br />Highland, Redlands, San Bernardino, Rialto and Fontana all have established such a board in their <br />communities. <br />The board is comprised of citizens of the community and only hear cases involving juveniles from <br />their own community who are first time offenders. The board provides support for parents while <br />community service work imposed on juveniles will raise their awareness of the impact and <br />consequences of their behavior and provide the community with a benefit rather than a loss from <br />juvenile crime. <br />The Youth Accountability Board has four (4) primary goals: <br />1.
