City of Colton <br />AGENDA REPORT (Continued) <br />For Council Meeting of August 2, 1994 <br />Subject: Adoption of a Youth Accountibility Board <br />2. To furnish a variety of programs that will teach the youth that they will be held accountable for <br />their actions by providing some type of community service. <br />3. To prevent and decrease the criminal behavior by making the youth responsible for their action. <br />4. To help the youth make amends for their actions and to provide a service to the community. <br />To help the youth look upon this contact with law enforcement and the Youth Accountability <br />Board as an experience leading to a road of productive understanding of oneself by helping <br />their community. <br />The Youth Accountability Board is a function of the Probation Department. It is administered <br />by them and provides all necessary support and training. The Police Department will provide for <br />recruitment for volunteers for the program and secure an appropriate site to conduct the hearing <br />sessions. There will be no changes in the way the department processes juvenile cases. Matters <br />that are referred to the Juvenile Traffic Hearing Officer, such as petty theft under $50.00, curfew <br />and graffiti, will not be referred to the Youth Accountability Board. This program will not result <br />in any procedural charges in the department. <br />Cases in which the agreement between the juvenile offender, parents and the Youth <br />Accountability Board is not met the case is sent back to probation for resolution. <br />This board fills a void in the present manner in which first time offenders are handled. <br />FISCAL IMPACT: <br />None <br />RECOMMENDATIONS: <br />Upon staff review of this program, it is recommended that the Council adopt the resolution <br />establishing a Youth Accountability Board in our community. <br />Report Prepared by: R.
