CITY OF COLTON AGENDA REPORT For Council Meeting of August 2, 1994 TO: HONORABLE MAYOR AND CITY COUNCIL FROM: DAVID G. HALL, Fire Chief O&JAf SUBJECT: Public Hearing to adopt a report and statement of expenses for DATE: 7/20/94 the Weed Abatement Program and to consider imposing a lien upon property for payment therefor. BACKGROUND: At its February 15, 1994 meeting, the City Council approved Resolution # R-19-94 which declared weeds, rubbish and refuse a public nuisance and subject to abatement in accordance with the City's adopted standards. Additionally, the Resolution authorized the Fire Chief to approve a contractor to perform the abatement, to charge an administrative fee and to place all contractors' fees plus administrative fees on the San Bernardino County Tax Rolls for collection. DISCUSSION: The City's Weed Abatement Program is conducted in two parts: 1) Spring, with the primary emphasis on weeds and annual grasses; and 2) Fall, with the primary emphasis on tumbleweeds. Notices were mailed for the Spring Season in accordance with the Health and Safety Code on March 28, 1994 with abatement commencing on May 1, 1994 for those parcels not completed by the owners. At this time, Spring abatement has been completed and staff has prepared a written Report of Costs on those completed parcels on which payment had not been received prior to August 1, 1994. At this time, in accordance with the Health and Safety Code, a public Hearing is required to hear any objections of property owners liable to be assessed for the abatement.
