HALL, Fire Chief O&JAf <br />SUBJECT: Public Hearing to adopt a report and statement of expenses for DATE: 7/20/94 <br />the Weed Abatement Program and to consider imposing a lien <br />upon property for payment therefor. <br />BACKGROUND: <br />At its February 15, 1994 meeting, the City Council approved Resolution # R-19-94 which <br />declared weeds, rubbish and refuse a public nuisance and subject to abatement in accordance <br />with the City's adopted standards. <br />Additionally, the Resolution authorized the Fire Chief to approve a contractor to perform the <br />abatement, to charge an administrative fee and to place all contractors' fees plus administrative <br />fees on the San Bernardino County Tax Rolls for collection. <br />DISCUSSION: <br />The City's Weed Abatement Program is conducted in two parts: <br />1) Spring, with the primary emphasis on weeds and annual grasses; and <br />2) Fall, with the primary emphasis on tumbleweeds. <br />Notices were mailed for the Spring Season in accordance with the Health and Safety Code on <br />March 28, 1994 with abatement commencing on May 1, 1994 for those parcels not completed <br />by the owners. <br />At this time, Spring abatement has been completed and staff has prepared a written Report of <br />Costs on those completed parcels on which payment had not been received prior to August 1, <br />1994. <br />At this time, in accordance with the Health and Safety Code, a public Hearing is required to hear <br />any objections of property owners liable to be assessed for the abatement.
