CITY OF COLTON <br />PRE-EMPLOYMENT ALCOHOL AND <br />DRUG SCREENING POLICY <br />I. FINDINGS <br />The City of Colton does hereby find that: <br />A. Drug and alcohol abuse have become an epidemic in the United States; <br />B. Drug and alcohol abuse destroy lives, cause workplace accidents and reduce productivity <br />through lost labor hours; <br />C. Drug use creates a risk of danger to the health and safety of the employee, other <br />employees and members of the public; <br />D. Drug use creates a risk of error and/or delay in job performance; <br />E. Drug use contributes to extensive absenteeism and use of sick leave; <br />F. Drug use increases use of medical benefits increasing their costs and the costs of health <br />insurance premiums; <br />G. Current policy prohibits use, possession, sale or being under the influence of alcohol or <br />illegal drugs during assigned working hours or while on City property, or reporting to <br />work under the influence of illegal drugs and/or alcohol. <br />II. PURPOSE <br />The purpose of this policy is: <br />A. to provide the highest quality public service; <br />B. to protect the safety of persons and property; <br />C. to promote efficiency and productivity among City employees; <br />D. to prevent loss of public confidence and damage to the City's reputation. <br />- 1 - <br />
