III. DEFINITION Drug abuse consists of any one of the following: 1. Excessive use of lawfully obtained prescription drugs or over the counter drugs when such use substantially impairs job performance, alters behavior and/or creates a risk to the health and/or safety of the employee or others; 2. Use of illegal drugs or controlled prescription drugs obtained unlawfully. IV. APPLICABILITY This policy applies to all applicants being considered for employment by the City. This policy applies to all substances, drugs, or medications, legal or illegal, which could impair an employee's ability to effectively and safely perform the functions of the job. V. DRUGS/SUBSTANCES TO BE SCREENED The drug screening (chemical analysis test) includes detection of the following drug groups: I. Amphetamine/methamphetamine (i.e., speed, crystal) 2. benzodiazepines (i.e., Valium, librium, oxazepam, serax, dalmane, ativan) 3. barbiturates (i.e., amobarbital, butabarbital, pentobarbital, phenobarbital, secobarbital) 4. cocaine 5. opiates (i.e., codeine, heroin, morphine, hydromorphone, hydrocodone) 6. phencyclidine (PCP) 7. cannabinoids (THC) 8. alcohol These drug groups are selected based upon known abuse in the community and the ability of each drug to adversely affect physical/mental performance (this list is not all inclusive and the City reserves the right to revise the list at any time). All are controlled substances under State and Federal laws. FDA (Federal Drug Administration) approved cutoffs are used to determine results of screen. VI. PROCEDURE A. Applicants will be notified of the testing requirement in recruiting literature. Applicants will be screened for the presence of drugs in their systems prior to appointment to a position in the City service. B. Candidates will be required to sign the consent form authorizing the drug screen and authorizing the release to the City of any and all information concerning the results of -2-
