III. DEFINITION <br />Drug abuse consists of any one of the following: <br />1. Excessive use of lawfully obtained prescription drugs or over the counter drugs <br />when such use substantially impairs job performance, alters behavior and/or <br />creates a risk to the health and/or safety of the employee or others; <br />2. Use of illegal drugs or controlled prescription drugs obtained unlawfully. <br />IV. APPLICABILITY <br />This policy applies to all applicants being considered for employment by the City. This policy <br />applies to all substances, drugs, or medications, legal or illegal, which could impair an <br />employee's ability to effectively and safely perform the functions of the job. <br />V. DRUGS/SUBSTANCES TO BE SCREENED <br />The drug screening (chemical analysis test) includes detection of the following drug groups: <br />I. Amphetamine/methamphetamine (i.e., speed, crystal) <br />2. benzodiazepines (i.e., Valium, librium, oxazepam, serax, dalmane, ativan) <br />3. barbiturates (i.e., amobarbital, butabarbital, pentobarbital, phenobarbital, <br />secobarbital) <br />4. cocaine <br />5. opiates (i.e., codeine, heroin, morphine, hydromorphone, hydrocodone) <br />6. phencyclidine (PCP) <br />7. cannabinoids (THC) <br />8. alcohol <br />These drug groups are selected based upon known abuse in the community and the ability of <br />each drug to adversely affect physical/mental performance (this list is not all inclusive and the <br />City reserves the right to revise the list at any time). All are controlled substances under State <br />and Federal laws. FDA (Federal Drug Administration) approved cutoffs are used to determine <br />results of screen. <br />VI. PROCEDURE <br />A. Applicants will be notified of the testing requirement in recruiting literature. Applicants <br />will be screened for the presence of drugs in their systems prior to appointment to a <br />position in the City service. <br />B. Candidates will be required to sign the consent form authorizing the drug screen and <br />authorizing the release to the City of any and all information concerning the results of <br />-2- <br />
