CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of August 16, 1994 <br />TO: Honorable Mayor, City Council, and City Manager <br />FROM: Thomas K. Clarke, Acting Electric Utility Director Date: 8/4/94 <br />SUBJECT: AUTHORIZATION FOR OUT-OF-STATE TRAVEL TO ATTEND <br />THE AMERICAN PUBLIC POWER ASSOCIATION <br />ACCOUNTING, FINANCE, RATE, AND INFORMATION <br />SYSTEMS WORKSHOP <br />BACKGROUND <br />Once a year the American Public Power Association convenes to hold its Accounting, Finance, <br />Rates, and Information Systems workshop. At this meeting virtually every municipal electric <br />utility in the country (and several outside the United States) send representatives who discuss and <br />instruct attendees on the current and pertinent problems and issues facing municipal utilities. This <br />year's meeting will be held in Scottsdale, Arizona, on September 27, 28 and 29, 1994. <br />STATEMENT OF THE PROBLEM <br />In light of the current conditions in the State of California, many of which have national <br />significance, and the dynamics involved in efficiently and effectively operating a municipal utility, <br />it would be extremely beneficial to have a representative from Colton attend this meeting. <br />Information and training gained through attendance of this particular meeting provide insight and <br />possible solutions to problems encountered by municipal utilities. In most cases, these can be <br />implemented in a timely fashion and at little or no cost. <br />ALTERNATIVES <br />The Electric Utility could elect not to send someone to the workshop. It is felt that this would <br />erode the utility's ability to keep abreast of current trends and practices, elongate its ability to react <br />to changing operating conditions, and in some cases reporting and/or regulatory requirements, and <br />expose the possibility of creating increases in certain operating costs because the utility would not <br />be working and reacting within the industry in the most efficient manner. <br />Page 1 of 2 Item No. _� <br />
