Clarke � 4�� <br />Electric Utility Director <br />Date: November 30, 1994 <br />Subject: Award of Bid for Construction of the 66 kV Transmission Line <br />In anticipation of the same type of discussion regaxding the Electric Utility's proposed capital <br />improvement program and the portion associated with the County Medical Facility, it is prudent to <br />go through a brief explanation of any actions requested of City Council related to these activities. <br />The construction of the 66 kV transmission line is part of the overall <br />transmission/substa.tion/d.istribution project on the west side of Colton. This is the initial <br />construction portion of that plan. This phase is the placement of poles and conductor along Agua <br />Mansa Road from the Colton Substation to Pepper Avenue and a continuation of distribution lines <br />to the RIX Facility. The transmission line will be the southem portion of the planned transmission <br />loop back to the Hub Substation and the power carrier to energize the new Drews Substation. The <br />poles will also accommoda.te the distribution underbuild to serve the electric requirements of the <br />RIX plant. <br />The Electric Utility has alrea.dy executed a"will serve" letter to SAWPA confirnung that we will <br />ha.ve permanent electric service to the facility by April, 1995, the projected sta.rtup of the plant. <br />Following a subsequent request by them for service earlier than that, we were moving forward at <br />an accelerated pace to ma,ke every effort to ha.ve our work completed sometime in March. All this <br />is contingent upon adhering to an aggressive schedule of materials acquisirion and construction. <br />The materials have all been ordered with the anticipation tha.t construction would commence in <br />December. The December date is solely contingent on the award of the constructian bid by the <br />City Council meeting scheduled for December 6, 1994. The low bid is good for 60 days {until <br />January 15) before it would be retracted. However, if the award were delayed until that time, the <br />Utility would not ha.ve enough time to construct the facilities to meet the April in-service da.te, let <br />alone the requested earlier date. <br />This phase of the overall project performs tow functions. It serves the RIX load, and puts in place <br />the first portion of the transmission loop. It would be impractical to build just the distribution line <br />and come back six months later to do the tra.nsmission portion. The most ef�iicierrt manner is to do <br />the combined functions part of the construction plan. A delay in any part constra.ins or obligation <br />to serve the electric needs of the RIX facility. <br />The alternative to approving this request is simple. All of the materials for this phase of the <br />project are already purcha.sed. If the construction were nat approved, the expense would go for <br />nothing. In addition, the Electric utility would not be able to serve the RIX Facility and the load <br />would go to Edison. Fiinally, without the transmission portion of the construction, the new <br />substation could not be energized and the service to the new Hospital would also be lost to Edison. <br />CC: City Council <br />City Clerk <br />
