CITY bF COLTON <br />AGENDA REPORT <br />For Council Meeting ofFebruary_1 , 1994 <br />TO: Honorable Mayor and City Council <br />Robert A Lavin Water Utilities Mann or <br />FROM; g <br />SUBJECT: Award of Consulting Engineer Contract to Kennedy -Jenks Date <br />Consultant in the Amount of $103,000 for the 5 Year Wastewater Master <br />Plan, 5 Year Wastewater Rate Plan & Feasibility Study <br />The City collects fees from developers for capital improvements to the City's <br />wastewater collection system. As part of the requirements for collection, of capital <br />improvement fees, the City is required to adopt a 5 Year Wastewater Master Plan. The <br />5 Year Wastewater Rate Plan sets the rates required to meet the goals of the <br />Wastewater Master Plan. The Feasibility Study for Wastewater Treatment Plant <br />Operations will determine if the City could resume operations of the Plant by City <br />personnel, and at what cost. <br />The Utility Commission approved the request for proposals at their December 13, 1993 <br />meeting: <br />DISCUSSION: <br />Request for proposals were sent to five engineering firms for the above studies. Staff <br />received four proposals and one engineering firm declined to submit a proposal. An <br />interview panel reviewed the proposals with each engineering firm, rating each firm on <br />several categories. Listed below are the four engineering firms and their contract <br />amounts: <br />1. Kennedy -Jenks Consultants $103,000 <br />2. John Carollo Engineers $131,160 <br />3. Black & Veatch $199,440 <br />4. NBS/Lowry $202,500 <br />FINANCIAL IMPACT: <br />Funds for the three studies were budgeted in the FY93-94 budget in account #22- <br />4040-35. <br />RECOMMENDATION: <br />Staff, recommends that Council award the consulting engineer contract to Kennedy - <br />Jenks Consultant in the amount of $103,000 for the 5 Year Wastewater Master Plan, <br />5 Year Wastewater Rate Plan and Feasibility Study for Wastewater Treatment Plant <br />Operations. <br />Attachments: <br />Page 1 of—_— Item No. 7 <br />
