Revised & Approved 4/28/93 <br />TASK D: Following adoption of a financial plan, the Task Force <br />shall identify an agency or group of agencies to implement those <br />water resources management elements. Further, the Task Force will <br />attempt to obtain from those agencies a statement of intent to <br />implement those elements. <br />TASK E: During the study, as part of the development of the Plan <br />and determining methods or agencies to implement the water <br />resources management elements, an investigation will be conducted <br />to determine the feasibility of developing a system for awarding <br />water quality credits for making. improvements to water quality. <br />Such a system would determine who should own and administer those. <br />credits. For example, those credits may be owned and administered <br />by SAWPA, or ownership and administration could reside with an <br />agency that implements a project resulting in water quality <br />improvements. Specific details shall be part of the feasibility <br />investigation. <br />The tasks described above shall be performed in the sequence <br />hereinabove set forth, provided, however, that the Task Force must <br />approve the substantial completion of each task prior to <br />authorization to proceed to the next task. <br />9 <br />
