CITY OF COLTON <br />Director of Affirmative Action and Human Resources <br />(Continued) <br />Formulate, recommend and implement personnel management policies <br />and procedures within the framework of the City's Civil Service <br />system and legal mandates. <br />Interpret, explain and ensure compliance with the City's personnel <br />rules, memoranda of understanding, ordinances and agreements. <br />Review and analyze legislation, state and federal regulations, and <br />court decisions affecting Personnel, Affirmative Action and <br />Contract Compliance. <br />Advise the City Manager, Mayor and City Council on sensitive, <br />contract compliance, affirmative action and personnel matters. <br />Make presentations to the City Council, various commissions, <br />employee organizations and hearing bodies. Maintain liaison with <br />department administrators and other government entities. Represent <br />the City at conferences and meetings. <br />Direct and manage staff and other support personnel. <br />Prepare reports and forms required by state and federal agencies, <br />including requests for information on discrimination cases filed <br />through Fair Employmentand Housing and Equal Employment <br />Opportunity Commission. Meet with supervisors and complainants to <br />resolve Equal Opportunity and Affirmative Action complaints. <br />Develop, recommend, monitor, and evaluate personnel organizational <br />goals and strategies; identify, translate and comply with public <br />II <br />manpower policy, forecast staffing needs and define alternatives. <br />Participate in the negotiation process with employee organizations, <br />serve as management's liaison, perform research, data collection <br />and maintain records; provide staff assistance in the preparation <br />of memoranda of understanding. <br />Advise the City Manager and Department Directors on procedural <br />processes relating to the grievance procedure, Skelly decision, <br />disciplinary action and other personnel procedures. <br />Develop, recommend, monitor and evaluate organizational training <br />and development programs. <br />Develop, administer, monitor and supervise, screening, recruitment, <br />testing, personnel record keeping, job analysis, job description <br />development, and staffing. <br />2 <br />
