a <br />CITY OF COLTON <br />Director of Affirmative Action and Human Resources <br />(Continued) <br />Prepare, administer and monitor the Personnel Department budget. <br />Administer City's optical plan and tuition reimbursement programs. <br />Maintain awareness of state-of-the-art development in personnel <br />management; attend meetings, conferences and workshops. <br />Will function as the Personnel Clerk pursuant to Ordinance #1122. <br />Supervise workers' compensation program management. <br />Prepare agenda reports relating to personnel matters. <br />Perform related duties required. <br />OUALIFICATIONS: <br />Knowledge of <br />Civil Rights, anti -discrimination and contract compliance laws <br />and regulations, including the Americans with Disabilities <br />Act. <br />Federal, state and local equal employment opportunity laws, <br />precedential court decisions, rules and regulations. <br />The basic elements of contract compliance programs which <br />include construction, purchasing and professional and personal <br />service contracts. <br />Principles and practices of public personnel administration <br />including recruitment, examinations, training, personnel <br />record keeping, affirmative action, supervision, labor <br />relations, classification, compensation and benefit <br />administration, training and development, and occupational <br />safety. <br />Principles and practices of collective bargaining. <br />Affirmative Action Plan, components, statistical analysis <br />procedures and measures. <br />Basic contract law and administration. <br />Principles and techniques of budget development <br />administration. <br />3 <br />and <br />
