Each attendee who wishes to be elected to the PAC or wishes to <br />participate in the election, shall then declare whether he or she <br />represents a community organization, is a resident owner, a resi- <br />dent tenant, or a business owner. No person may declare <br />membership in more than one group, and all those who participate <br />must be a resident of the project area, a business owner in the <br />project area, or represent .a community group in the project area: <br />Depending on representation patterns, those present who wish to <br />serve on the PAC shall then determine the final number of <br />representational groups and the number of representatives from <br />each group. The number of representatives from each <br />group shall <br />be roughly equal. For instance, if there are no business owners, or <br />only one, then this group could be combined with'a group composed <br />of commercial organizations. The main purpose of this process is to <br />achieve a membership . balance between various business, <br />residential and community organizationgroups. <br />6. " Attendees who wish to participate in the election of PAC members <br />shall then divide into their respective groups, and shall elect by <br />ballot the number of PAC.members determined in number 4 imme- <br />diately above. The Agency shall provide ballot forms and other ma- <br />terials necessary to conduct the election. Prior to the election, each <br />candidate may briefly state his or"her background and why he or <br />she wishes to be on the PAC. <br />7. The Agency shall then count the ballots for each of the representa- <br />tional groups, and shall announce the appropriate number of high <br />vote getters for each representational group. Those who received <br />the greatest number of votes shall be named to the PAC. For in- <br />stance,- if there are to be three representatives from each group, <br />then the top three vote getters in each group shall be named mem- <br />bers of the PAC. <br />8. If after the election any PAC seat remains unfilled, then before the <br />adjournment of the election meeting; the attendees shall decide <br />whether to fill that seat from the membership of another represen- <br />tational group, or whether to reduce the size of the PAC. <br />9. Any challenges to the election of the PAC or a PAC member must <br />be filed with the City Council within 15 days of the PAC election. <br />The City Council shall act on the validity of the challenge to the <br />election with 30 days of the election. If there are no challenges to <br />the election, then within 30 days of the election the City Council <br />shall declare the election valid and shall direct the Agency to con- <br />vene the PAC within 30 days. <br />3- k <br />
