This function can be staffed in different <br />ways, all of which should corne at little cost to the City. Students from local college� with producUon <br />facilities can generally be recruited as interns at a very low cost. Colleges in the area with production <br />facilities inclwde San Bernardino Valley Coilege, University of California, Riverside, and possibly others. <br />If we contrac�:out for �ideo production services, the operations of the equipment will be handled by the <br />contractar. <br />` Conclusion <br />Ciry Council meetings can be broadcast "live," or on a tape delayed and edited basis, or on a tape delayed <br />and unedited basis. Additionally, the use of this equip�ent can go beyand televising Council meetings to <br />, include other public meeting such.as Commission meetings, community activities, informational <br />progrunining a "cammunity bulletin"; etc. <br />In 1Vlaxch 1993, there v�ere 7,520 households in the City of Colton subscribing to Cable Television. If only <br />a small percentage. of these households tunes into the meetings, this will still have major effects on local <br />government in Colton; including but not necessarily iimited to the following: <br />+ Increase Public Accessibility,to Local Government <br />+ Inerease Public Awareness of Local. Government <br />+ Increase the Council's Visibiliry to the Public <br />Time Line <br />Obtain Couneil Approval to Televise Colton Ciry Council Meetings January 18 <br />Obtain Necessary �quipmeni Specifications (Done) January 18 <br />Completion erf Formal Bidding Process February 28 <br />Procurement, Installation, Testing and Staffing of:Equipment April IS <br />Televise First Council Meeting April 19 <br />RECOMMENDATION: <br />If the CounciIl so moves to televise Colton City Council meetings, staff recommends that we contract out <br />' for Video Production Services.
