� <br />� <br />� <br />One of the t��o cameras is portable so it can be taken out into the '"fieId" to record events in the <br />communiry f�r playback over the cable system on a tape delayed basis. <br />Options <br />(1} Contract out for Video Production Services: <br />Under this option, the City wauld contract out Video ProducUon Services. This would provide for the <br />necessary equipment and the related crew. Under this option the City would not have the burdens of <br />providing for the production staff or the maintenance of the equipment. On the other hand, the current <br />budget for thfls project has a finite air�ount of money that will run out after a relatively short period of time. <br />A potentiai s�lution to this problem could be to re-negotiate a locai origination studio back into any new <br />Franchise Agreement, (the prese�t agreement expires in lviarch 1995). <br />Last Spring, we received �n "iniUal analysis" from -Pro Uideo Productions located here in the City of <br />Colton. That analysis indicated a cos� of $993 per session, which could be paid from the funds currently <br />aUailable for Yhis purpose for appro�mately iyvo yeass. Events in excss5 of City Council meetings would <br />` not be ineluded in this price. <br />Advantages: <br />• Under th.is option the Gity would not have the burdens of staffing ihe production of events or <br />maintenance of the equipment. <br />• The City wauld not ha�e to purchase e�pensive equipment that may become obsolete in less than five <br />years: , <br />Pitfalls: <br />• The fundls we have budgeted for this purpose are finite and will be eachausted by this-contract in <br />approximately 2 years. We have no guarantee that the cable.company will be receptive to having the <br />provision: to provide a local originaUon .studio in a new franchise agreement. <br />• Producti�n of events other ihan regularly scheduled Council meetings would be dane at addiUonal <br />e�ense:�nd only when ihe Contractor is available to perform:additional services. <br />(2) Purchase aaid operate the equipment in-houser <br />The equipmes�t couldUbe purchased with the funds budgeted far this purpose. Operation of the equipment <br />and the production, editing; etc., could be handled students from.local colleges; intems, or volunteers from <br />ihe communi�:y with production experience as described below. <br />Advantages: <br />'• The City would better control over when and where to use of the e ui ment Events in addition to <br />q p . <br />Council meetings could be easily taped for playback over the cable system at very liftle cost and with <br />very little notice. <br />Pitfalls: <br />. <br />2 <br />Staffing could present a problem. Whenever you rely on students, intems and Yolunteers, there is <br />always the possibility they will not show up when they are needed.
