COLTON POLICE DEPARTMENT <br />650 N. LA CADENA, COLTON, CA. 92324 <br />T. STEVE CABRAL <br />CHIEF OF POLICE <br />DATE: MAY 10, 1994 <br />In the recent past there have been a few officers that have contacted the press to air out <br />their perceptions of the Police Departments dirty laundry in public. Although I feel that <br />this is a tactic that should never be used, I am obligated to answer the allegations to the <br />City Council so they can reasure the citizens of Colton, that, they should not fear a <br />decrease in service from the Colton Police Department. <br />A press release was issued by the Colton Police Officer's Association regarding a "No <br />Confidence" vote in which 85% of the membership agreed with. I have had <br />conversations with some of the membership who did not vote because they were out of <br />town for the three days that the vote was being taken or they were unaware that such a <br />vote was taking place. When I received this information I realized that the tally of the <br />votes in relation to the percentage amount given to the press could not be correct. I have <br />additional suspicions when percentage rates are used rather than actual numbers as to how <br />many people voted, how many voted no confidence, how many voted confidence and <br />how many abstained. To the citizens of Colton and anyone else who may have an interest <br />in the ongoing affairs of the Police Department I would like to put your minds at ease, <br />this is not the consensus of the entire Colton Police Department. In fact this is only a <br />poll of the Colton Police Officer's Association. This poll does not contain votes from the <br />Reserve Officers, the Colton Police Department Explorer's, the Colton Police Chaplain's <br />or one of our newest and most important groups The Colton Police Department <br />CITIZEN'S Volunteers. I put an emphasis on citizen's since they are what we are all <br />about. As I progress within my position as Chief of Police and bring in the Community <br />Oriented Policing philosophies it will be the citizens that decide the direction that the <br />police department should go to benefit the community as a whole. <br />To continue on with the allegations, eight points were cited for the "No Confidence" vote <br />and I will answer each individually; <br />1. The promotion of a police officer, who has never served as a corporal or a <br />sergeant to the position of acting lieutenant. <br />The qualifications for police lieutenant as outlined by the City of Colton <br />Personnel manual is as follows; <br />
