Ability t <br />-The ability to meet and deal with the public tactfully and effectively. <br />-Recommend improvements in departmental operation and in the rules, <br />regulations, and policies governing the department. <br />Experience and Training: <br />Any combination of experience and training that would likely provide the <br />required knowledge and abilities is qualifying. A typical way to obtain the <br />knowledge and abilities would be: <br />-Two years of experience at the level of Police Sergeant. <br />-Equivalent to completion of twelfth grade supplemented by additional <br />specialized training in police science of a related field. <br />In choosing Victor Paul for the position of acting lieutenant I picked a person who <br />has over 15 years experience which includes his time as the Community Liaison Officer <br />which is part of the ability section in the lieutenants requirements. It's true that Lt. Victor <br />Paul has never been a sergeant but it is also true that he was never given this opportunity. <br />He was constantly passed over for promotion by officers with only two to five years <br />experience. We cannot fault him for that. In addition Lt. Paul currently holds his AA <br />degree in Administration of Justice, A Bachelors degree in Public Administration and a <br />Masters degree in Management. With his experience, education and that fact that he is <br />the city's Community Liaison Officer I can see no reason why he is not qualified and <br />capable to handle the job of the Community Services Division Lieutenant. <br />2. The initiation of 21 personnel changes without consulting management staff or <br />line supervision, as alleged by the CPOA. <br />My intent for the police department is to clean up the injustices that have gone on <br />in the past. This you can see has outraged those who have continuously been able to get <br />their way in the past. Now we are playing ball by the rules and it has made some people <br />angry. In my comments about Lt. Paul I stated that he was passed over continuously for <br />promotions by officers with only two to five years experience. As you can see by his <br />credentials he was obviously more qualified than the officers who got those promotions <br />who didn't posses the experience or education that Lt. Paul does. This is not an isolated <br />incident. When I was a sergeant, we as sergeants (five total) were asked to make a <br />recommendation for the position of corporal since there was one open. The person that <br />we chose was very highly trained. He was the departments weaponless defense <br />instructor, a S. W.A.T. team leader, a fitness instructor and the departments liaison with <br />the Sheriffs Departments Aviation Division. When we presented our choice to an <br />administrative staff member he became angry telling us that we were not supposed to <br />choose that particular officer. By the end of that day the promotion was given to an <br />officer with less than three years experience. The officer that the sergeants had chosen <br />left to another agency. This was a great loss to the citizens of Colton. This city had spent <br />hundreds of thousands of dollars to train this individual and because of an injustice by <br />that administrative staff member we lost a fine officer.
