If I <br />cannot rely on my admin. staff to see to it that the officers in their charge <br />are following the chain of command then those managers are not <br />benefiting this department or this community. <br />7. Providing false information to the City Council regarding deployment and <br />assignment matters. <br />-I have not given false information to the City Council in regards to the <br />deployment of personnel. When the M.E.T. unit was absorbed into the <br />Patrol Division it did in fact increase the amount of officers on the street. <br />I provided handouts to the City Council showing this. The officers main <br />concern about this is that I added Animal Control Officers and Traffic <br />Officers into the shift schedule with the additional officers from the <br />M.E.T. unit. The traffic officers are in marked units and provide a service <br />to the community. The presence of additional officers on the street deters <br />crime. The Animal Control Officers also provide a service and their <br />existence on the shift schedule was to show that there was seven day <br />coverage. <br />8. The elimination of the Multiple Enforcement Team and Bike Teams, which <br />were instrumental in providing community oriented police services. <br />-I will address the Bike Team issue first. This "Team" was not eliminated, <br />it is being expanded to include training as many officers as <br />possible in bicycle patrol. Since the patrol shifts have been increased the <br />watch commanders will have the manpower to send two or more officers <br />out on bike patrol. I have hit a snag in my plan since we are at the end of <br />this fiscal years budget and all training not already scheduled has been <br />canceled. I will however begin to send officers to this training once the <br />new budget has been approved. Evidence that the bike patrol still exists <br />was seen at this past weekends Cinco de Mayo festivities held at Veteran's <br />Park. Two bike patrol officers worked that event. We will continue to <br />use them as necessary in such events. Once a majority of the patrol <br />officers are trained in this field you will begin to see them on a more <br />frequent basis with in the community. All I ask is that the City Council <br />and citizens bare with me and give me the opportunity to set these plans <br />into motion (which is more than my officers have done). <br />-As far as the M.E.T. unit being part of a community oriented policing <br />philosophy, it is a band aid approach to it at best. The way this team was <br />used has no benefits whatsoever to the community oriented policing <br />philosophy. <br />WHAT IS COMMUNITY ORIENTED/PROBLEM SOLVING POLICING? <br />Some members of this department claim that we have implemented C.O.P.P.S. by the <br />mere fact that we had a M.E.T. team. C.O.P.P.S. is a philosophy of policing based on the <br />
