has recently received his promotion. As for all of the changes in personnel without <br />consulting the management staff, it is entirely untrue. I have meetings with the <br />administration staff each morning and we discuss the day to day operations of the police <br />department. If they are not disseminating the information to the officers then I will have <br />to take the matter up with them. If I am not receiving the support of my administration <br />then changes need to be made there as well. <br />3. The demotion of personnel without notice or reasons. <br />-When Capt. Lunsford resigned from the position as Acting Chief all of <br />the acting positions that he made were rescinded by attrition. These were <br />positions which were created because Lunsford was filling in for the <br />chief. He therefore needed someone to fill in for him and another person <br />to fill in the next vacant position. Some common sense would have <br />revealed this to the officers questioning it. <br />4. The movement of personnel based on ethnic bias. <br />-This allegation is totally ridiculous. Of the ten people that I moved <br />promoted and so forth, three were Hispanic and seven were White males. <br />One Hispanic was promoted to Acting Lieutenant which gave him a pay <br />increase and two other Hispanics were placed in the Detective Division as <br />trainees. The trainee position has no pay incentive. They are still making <br />a patrol officers salary but doing the job of a detective. Of the seven <br />White officers two were promoted to ID officers which carries a four and <br />one-half percent increase, two were placed into the newly developed <br />S.M.A.R.T. unit (Special Management and Research Training), one was <br />placed into the Special Investigations Unit as a Detective Trainee, one <br />was made a D.A.R.E. Officer (we have been without one for almost a <br />year) and two were placed into the traffic division one of which is a <br />supervisor. I had hoped that the allegations made were not racially <br />motivated however when I hear comments such as the one made in this <br />allegation I can only think that there are racial undertones. <br />5. The failure to communicate and interact with staff. <br />-As I have said before I have meetings with my administrative staff each <br />and every day. The information from those meetings is to be <br />disseminated to the department by the admin. staff. Obviously it is not, <br />and I will be addressing this issue with them. <br />6. The abandonment of the chain of command. <br />-Anyone who knows me is well aware of the fact that I insist that the chain <br />of command be followed, however, the chain of command should not be <br />confused with the input from the personnel of this department which is <br />always welcome. I was in the military and considered making it a career <br />at one point. I enjoy working in a structured organization. Any lapse in <br />the chain of command within the Colton Police Department has to be <br />
