CITY OF COLTON <br />AGENDA REPORT (CONTINUED) <br />FOR COUNCIL MEETING OF JUNE 8, 1994 <br />SUBJECT: Urgency Ordinance Amending Urgency Ordinance No. 0-05-94 <br />Late last year, staff learned two other homes, at another location in the Reche Canyon area <br />(3049 and 3051 Canyon Vista Drive), were settling with similar settlement of approximately one <br />inch. These homes are located in the former "Nordic" Tract, which experienced prior building <br />problems. The original developer lost his contractor's license and the project reverted to the <br />lender. The construction lender, Bel Air Savings, has been correcting some non -grading <br />construction deficiencies to several homes in these tracts. <br />The recent condition of the settling of the two homes should be looked at separately from any <br />previous construction deficiencies which may have existed in the tracts. The lender is proactive <br />in both of these two situations, and has repaired the home at 3051 with engineered grout <br />injection of the sub -foundation. In addition, Bel Air Savings has offered to repair the home at <br />3049 with a similar technique. We are hopeful the owner will consent to this offer. <br />City staff is not aware of any other case of settling except the four cases mentioned above. <br />There is another subdivision in the Reche Canyon area which staff has been reviewing, Tract <br />#13362, also known as the "Panorama Vistas" Tract. Redlands Federal Bank foreclosed on the <br />developer and would like to sell the lots off on an individual basis. Because of numerous delays <br />and turnovers of principals and contractors, this tract has not yet been developed; however, the <br />department has recently received a submittal for the plan check of a single family residence. <br />On May 2, 1994, staff met with representatives of Redlands Federal; CHJ Soils Engineering; <br />Doug Goodman, RCE; and City staff, including Tim Wilson, representing the City Engineer's <br />Office. Additional soils reports, which were submitted by Redlands Federal officials, were <br />reviewed by building staff and were found to be satisfactory in addressing previously <br />unaddressed soils compaction questions. However, a stockpile alongside the northerly property <br />line is illegal and must be removed and exported, or, it may be recompacted under a new revised <br />plan that must be approved by the City. <br />During the review of Soils Reports, on both areas where settling of homes has been discovered, <br />Building Division staff was satisfied that the causes of faulty compacted fill may be explained <br />in that stringent continuous inspection by the Soils Engineers -of -Record were not implemented. <br />The soils engineers -of -record relied, in some cases, on inspections by other professionals and <br />para -professionals. <br />Page 2 of 3 Item No. <br />
