Winter, Interim City Manager <br />Subject: School Crossing Guard Program <br />1994-95 School Year <br />Date: June 14, 1994 <br />BACKGROUND: <br />The Colton Police Department is responsible for the administration of the School Crossing <br />Guard Program. There are eleven Crossing Guard posts in the city, covering eight elementary <br />schools. Currently, each guard averages four hours per day at an hourly rate of $5.25. Five <br />schools are active for 177 days of the year and three for 180 days. <br />Actual wages, replacement costs to cover illness, etc., plus overhead, total approximately <br />$66, 000 per year. <br />A proposal has been received from the firm of All City Management Services Inc. to <br />completely manage the program for the city at a cost of $8.99 per hour. The Police <br />Department would be responsible for contract management, but relieved of day -today <br />administration. Total cost to Colton is estimated to be approximately $70, 000. A copy of the <br />company's proposal is attached. <br />In 1993, the requirement of the State Education Code requiring cities to fund crossing guards <br />was eliminated. On November 16, 1993, the City Council, by a vote of 5 to 0 (with 2 <br />abstentions), decided to transfer the funding responsibility to the District. The District was <br />so notified on November 22, 1993. <br />Item No. 33 <br />
