i <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />-12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />quality construction of new buildings in slope areas for the protection of the health and <br />safety of Colton residents. <br />(c) It is anticipate that the necessary review will take no longer than 45 days. <br />(d) Pending the outcome of the review and modification of any building standards or <br />procedures that may result from that review, including without limitation amendment of <br />City Code provisions relating to compaction, it is necessary to impose a moratorium on <br />the issuance of new building permits and a moratorium on construction pursuant to <br />already issued building permits where construction has not yet begun for any construction <br />in the Reche Canyon slope areas as identified by the Community Development Director - <br />as high risk areas. <br />(e) The moratorium on issuance of building permits for slope area construction within. <br />the City of Colton shall have no effect on any current building permits where <br />construction has begun that have been issued for construction in the hillside or slope <br />areas of the City. <br />18 SECTION 2: Pursuant to the authority granted to the City Council by California <br />19 Government Code Section 65858 to protect the health, safety and general welfare of the <br />20 residents of the City of Colton, the City Council hereby enacts as an interim urgency <br />moratorium on the issuance of any building permit and on all construction pursuant to already <br />issued building permits where construction has not already begun in those areas of Reche <br />Canyon identified and to be identified by the Community Development Director and the City <br />Public Works Director as high risk areas due to compaction problems and on the processing of <br />all permits for construction within those areas of the City to take effect immediately upon the <br />�3_ <br />
