EXHIBIT A <br />GRIEVANCE PROCEDURE <br />I. STATEMENT OF PURPOSE <br />The purpose and objectives of the grievance procedure are to: <br />A. Assure fair and equitable treatment of all employees and <br />to promote harmonious relations among employees and their <br />supervisors. <br />B. Afford employees a written and simple means of obtaining <br />consideration of their grievance by informal means at <br />supervisory level and review of the supervisor's <br />decisions. <br />C. Resolve grievances as quickly as possible and to correct, <br />if possible, the causes of grievances, thereby reducing <br />the number of grievances and future similar complaints. <br />II. DEFINITIONS <br />A. Day - A work day unless otherwise stated. A work day is <br />a day on which City Hall is open for business for its <br />full normal working hours. <br />B. Grievant - Any person employed full-time by the City, <br />except those persons elected by popular vote. An <br />Association may file a grievance on behalf of itself or <br />its members. <br />C. Grievance - An alleged violation or non-compliance with <br />the provisions of this MOU, any supplemental MOU, City of <br />Colton's written or unwritten personnel rules and <br />regulations, departmental rules and regulations, and <br />other policies and practices. The following disciplinary <br />actions taken against permanent employees are appealable <br />under this procedure: <br />1. Suspensions in excess of 24 working hours <br />2. A salary reduction for which the financial <br />equivalent exceeds 24 working hours <br />3. Demotions <br />4. Dismissals. <br />D. Representative - A person who, at the request of the <br />employee or supervisor, is invited to participate in the <br />grievance or conferences. <br />E. Immediate Supervisor - The person having evaluation <br />responsibility for the Grievant. <br />MOU3:PDRPEXA 92-93 A-1 <br />
