City of Colton <br />Purchasing Manager (continued) <br />Ensure maintenance of records (manual or automated) relative to <br />purchasing for safeguarding and accountability. <br />Administer and participate in the operation and maintenance of the <br />City's own telephone system. <br />May serve as project manager or coordinate major City capital <br />improvement projects; may negotiate contract terms. <br />May address the City Council or other groups on pertinent topics or <br />areas of expertise. <br />Develop and implement a procedure to increase the purchase of <br />recycled products/goods to ensure the City meets the standards of <br />AB 939. <br />Perform related duties and participate in special projects as <br />assigned. <br />QUALIFICATIONS <br />Knowledge of• <br />Principles and practices of public administration, including <br />contract negotiations and management. <br />Procedures and techniques of centralized purchasing, inventory <br />and stores. <br />Principles and practices of organization, administration, <br />budget and personnel management. <br />Research methods and report preparation. <br />Applicable state, federal and local laws, regulations, <br />ordinances and policies governing purchasing and contract <br />administration. <br />Methods and techniques of research, statistics, bid analysis <br />and report writing. <br />Ability to: <br />Effectively manage, coordinate and direct the operations of <br />the Purchasing Division. <br />Supervise, train and evaluate personnel. <br />Gather and analyze statistical, financial and narrative data. <br />Design and implement procedures for improving efficiency of <br />operations. <br />2 <br />
