PURCHASING MANAGER <br />DEFINITION <br />CITY OF COLTON <br />Plans, organizes, coordinates, supervises and participates in <br />development and administration of the Purchasing Division; provides <br />highly responsible and technical assistance on special projects. <br />SUPERVISION RECEIVED AND EXERCISED <br />Receives general direction from the Finance Director. <br />Exercises direct supervision over paraprofessional and clerical <br />staff. <br />EXAMPLES OF DUTIES - Duties may include, but are not limited to, <br />the following: <br />Plan, organize, coordinate and supervise the activities of the <br />Purchasing Division. <br />Act as City Purchasing Agent; participate and supervise staff in <br />the operation of the City's centralized purchasing program, <br />including the processing of requisitions, purchase orders, bid <br />specifications and evaluations, contracts and professional <br />services. <br />Purchase materials, supplies, services and equipment; schedule <br />purchase deliveries; compile bids and prices; determine and <br />evaluate the suitability of commodities and services for purchase. <br />Meet and exchange information with vendors and service providers. <br />Prepare bid specifications and requests for proposals/quotation. <br />Implement and maintain City's fixed assets inventory system. <br />Negotiate lease or purchase agreements; assist with property <br />appraisals. <br />Direct operation of the centralized stores ensuring proper storage <br />and procedures. <br />Administer and supervise the operation and data input of automated <br />fuel system. <br />Prepare and administer division budget. <br />Develop and implement goals, objectives, policies and priorities <br />for the assigned services; prepare work program proposals; analyze <br />cost effectiveness of proposals. <br />1 <br />
