DISCUSSION: <br />In October of 1992 a Pilot residential Green Waste program was initiated for <br />a short period of time to determine percentages of possible green waste <br />collection, without adding additional equipment, manpower or pickup days. <br />After two weeks of this program it was found that a 20% participation rate <br />was being experienced, and a 50% participation was expected after the first <br />month. <br />This pilot program utilized one of the two existing collection days for green <br />waste only (which had been collected in the past but co -mingled with all <br />other refuse). However the combined total of refuse collected was the same. <br />The same containers used for refuse collection can be used for green waste as <br />long as it is uncontaminated by other refuse; it could also work for paper <br />products (which also represents a large percentage of the composition make <br />up) as long as they are likewise uncontaminated. <br />Plastics, glass and metals (which represent the smaller percentages) could be <br />collected together and then sorted later; or as many areas in Colton <br />currently do, residents separate the glass, plastics and metals prior to <br />curbside collection. <br />Therefore the recommendation would be to expand City wide curbside collection <br />of recyclable materials and include green waste as part of Recycling <br />Collection of recoverable materials. (thus having two refuse collection days <br />and adding green waste on to the current curbside collection of recyclable <br />materials, City wide. <br />FINANCIAL IMPACT & CONCLUSION: <br />Although the State Mandate to recycle has received much publicity over the <br />last two to three years many consumers do not react until it effects them <br />directly and as a means to curb any adverse reaction the consumer needs to be <br />fully aware both of the law and the need prior to implementation. <br />Although Staff continues to review all other possibilities and alternatives <br />there are currently no common state wide practiced solution at this point in <br />time and with the State Mandated time frames fast approaching "for our City <br />to meet required diversion percentages" this appears to be the best available <br />and most widely acceptable program currently being initiated. <br />RECOMMENDATION: <br />Staff would recommend approval for implementation the City wide expansion of <br />the curbside recycling program to include the collection of Green Waste <br />materials as a part of this p gr <br />City Manager's Concurrencez--- �,-/ <br />Attachments <br />B:GREENAG <br />
