TO PREPARE AN ENGINEERING <br />DESIGN/SITE & FINANCING STUDY FOR A MATERIALS RECOVERY FACILITY <br />(M.R.F.) <br />BACKGROUND: <br />The City of Colton has been working to adhere to the newly created state laws <br />under California's A.B. 939 "The Resource Recovery And Recycling Act." If it <br />were not for the current staggered economy and its related effects, the <br />issues surrounding conservation and resource recovery would continue to be <br />among the highest priorities of the country. While cities have been <br />attempting every effort possible to -meet the requirements of "A.B. 939", <br />funding and implementation issues continue to be complicated, making full <br />compliance within scheduled time frames under the new laws even more <br />difficult. <br />As an alternative to conventional recycling practices and the difficulties <br />encountered as part of those methods, staff is reviewing a recently submitted <br />proposal that could determine the feasibility of a site and development of a <br />local Materials Recovery Facility [M.R.F.]. <br />A Consultant Services Agreement has been submitted by Norcal Waste Systems, <br />Inc. which represents the preparation of an independently prepared Regional <br />Facility Design study, facility operations cost analysis and the most <br />probable financing alternatives. <br />The conclusion. -SI of this report will be intended to determine the <br />construction, financing and operations of such a facility. Also to be <br />determined will be the alternatives related to the participation of both <br />private and/or public entities. <br />Norcal proposes no financial obligation upon the city for the cost of the <br />study, unless the MRF is found to be feasible and/or if Norcal would not be <br />selected to operate the facility then the City of Colton would at that time <br />reimburse Norca]'� for the planning costs ( not to exceed $100,000.00). <br />STAFF RECOMMENDATION: <br />The Utility Commission, City Attorney and staff have reviewed the attached <br />proposal and would recommend Council approval for Norcal to proceed with the <br />M.R.F. study as described. n <br />City Manager's Concurrence: <br />Attachments: 11 <br />1 <br />
