Gabriel, Economic Development Directorw)o <br />SUBJECT: UPDATE ON THE ELECTION OF RANCHO/MILL REDEVELOPMENT Date: March 15, 1994 <br />PROJECT AREA COMMITTEE, AND RESOLUTION TO ESTABLISH <br />A CITIZENS ADVISORY COMMITTEE FOR THE RANCHO/MILL <br />REDEVELOPMENT PLAN <br />Background <br />On January 18, 1994, the City Council adopted a resolution calling for the formation of Project Area <br />Committee ("PAC") for the Rancho/Mill Redevelopment Project Area ("Project Area"), and approved <br />guidelines for forming the committee and electing members thereto. <br />Discussion <br />Following the call for forming the PAC, a number of steps were taken to inform all businesses and <br />residents in the Project Area, including: <br />* A letter saying when and where public meetings to form the PAC would be held was sent by first <br />class mail to each known address in the Project Area. This letter also contained a map of the <br />Project Area, a brief description of what the Redevelopment Plan is intended to do, and the <br />reasons why the formation of a PAC was called for by the City Council. <br />A display ad was also published in the paper which included basically the same information as the <br />mailing. <br />Staff contacted a number of businesses, residents, and community service organizations to solicit <br />their participation in the PAC process. <br />Two public meetings were held pursuant to the guidelines adopted by the City Council on <br />January 18. The first meeting, which was held on February 17, 1994, was to brief interested Project <br />Area residents, tenants, business people, and community organizations on the proposed <br />Redevelopment Plan and the role of the PAC. Information made available to attendees included <br />copies of a Draft Redevelopment Plan, State law relative to the PAC, a summary description of the <br />redevelopment process and copies of the PAC formation procedures adopted by the City Council. <br />Four people from the Project Area were at the first meeting. <br />The second meeting, at which the actual election of PAC members was to be held, took place on <br />February 24. Again, four members of the public attended the meeting. During the election meeting <br />the Redevelopment Agency for the City of Colton ("Agency") explained its obligations and the <br />obligations of the City Council with respect to the formation of a PAC and also advised those in <br />attendance of the ability for the participants to form an informal committee to be designated as a <br />Citizens' Advisory Committee.
