The
ordinance, as currently written, does not provide for fee pro -ration.
Councilmember Rios has asked that this item be placed on the agenda for
discussion.
DISCUSSION:
Currently within the City of Colton, there are 3,031 dogs licensed. 36.5%*
of the 14,767 housing units in the city with dogs, and using the estimate
of 1.52* dogs per unit, staff projects there are 8200 dogs in the city
limits. Of that amount, 5200 are unlicensed. These unlicensed dogs result
in lost revenue to the City, costs to provide animal control services are
not being recovered, and a small portion of residents are paying to benefit
the majority who are not complying with the ordinance.
Staff has polled several surrounding jurisdictions and below are the
statistics:
Rialto
County
Redlands
Loma Linda
License Fee
$22/11
18/9
14/7
18/9
San Bernardino 18/9
Apprehension Fee
1st $18, 2nd $36
$25
1st $20, 2nd $30
3rd $50
1st $40, 2nd $60
3rd $100
1st $20-30
2nd $40-50
3rd $60-70
Pro -ration
$12.50
None
Semi-annual
Semi-annual
Quarterly
Colton $16.50/8
1st
$1**, 2nd $10
None
3rd
$50
*Source: The Veterinary Service Market
for 1992
**It should be noted that
fees with the
Colton is far
out of alignment in
1st time apprehenion
surrounding
jurisdictions.
