Drews, Electric Utility Director < Date: 4/18/94 <br />SUBJECT: AUTHORIZATION FOR STAFF, BLACK & VEATCH, AND COATS <br />& FIELD SERVICES TO NEGOTIATE WITH LANDOWNERS FOR <br />PROPOSED TRANSMISSION ROUTE AND SUBSTATION FOR <br />SERVICE TO NEW COUNTY HOSPITAL <br />BACKGROUND <br />The Electric Department is in the process of finalizing the route for the transmission line and site <br />for the substation to provide timely service to the new County Hospital. <br />STATEMENT OF THE PROBLEM <br />The proposed transmission route requires the acquiring of additional rights-of-way and easements <br />and swapping existing rights-of-way, and acquisition of the land. Total length of this line route <br />will be over five miles. The Department and our consultants, Black and Veatch with its <br />subcontractor, Coats & Field Services, have to negotiate with a number of property owners and <br />other entities to put all properties on this route together and finalize the plan to build the line and <br />substation. Each segment of these properties has an impact on the final selection of the route. The <br />Department cannot make any commitments on property arrangements unless it has the right to <br />negotiate the price and the authority to make "gentlemen's agreements" with the landowners and <br />the other entities. <br />Several plans to extend Pepper Avenue to Agua Mansa Road are proposed and currently being <br />reviewed. Full right-of-way is existing south of Slover Avenue to Santa Ana Avenue, and a 17 - <br />foot right-of-way south of Santa Ana Avenue could accommodate an immediate need until future <br />northwest widths are acquired. The California Portland Cement Company Administrator showed <br />interest in cooperating with us and noted that they would like all the utilities and the future Pepper <br />Avenue extension on one right-of-way. They also noted that they would consider exchanging some <br />existing Pepper Avenue right-of-way as it currently exists to accommodate a more appropriate <br />alignment for future use. This proposal/concept is feasible and would be amenable upon full review <br />by the Public Works Department and approriate agencies. <br />Page 1 of 2 Item No. to <br />
