CITY OF COLTON <br />AGENDA REPORT (Continued) <br />FOR COUNCIL MEETING OF May 3. 1994 <br />SUBJECT: AUTHORIZATION FOR STAFF, BLACK & VEATCH, AND COATS <br />& FIELD SERVICES TO NEGOTIATE WITH LANDOWNERS FOR <br />PROPOSED TRANSMISSION ROUTE AND SUBSTATION FOR <br />SERVICE TO NEW COUNTY HOSPITAL <br />ALTERNATIVES <br />The Department could get appraisals of all the rights-of-way, easements and land, and come back <br />to Council as the negotiations progress. <br />FINANCIAL IMPACT <br />Total estimated cost is $196,000. <br />ENVIRONMENTAL IMPACT <br />The initial study related to this project will be submitted to the Community Development <br />Department and other entities for their comments within the next four weeks. All the necessary <br />measures will be taken to minimize the environmental impact due to this project. <br />RECOMMENDATION <br />Staff recommends that the City Council authorize staff, consultant Black & Veatch and its <br />subcontractor, Coats & Field Services, to negotiate with landowners and other entities to not <br />exceed the appraised value of : <br />I) Land for a new substation. <br />II) Right-of-ways and easements for the transmission and distribution line. <br />Staff also recommends that Council authorize the Electric Department, Public Works, and the <br />Department's consultant to negotiate with the California Portland Cement Company to work out <br />the details of swapping the existing Pepper Avenue rights-of-way south of Santa Ana Road, in -lieu <br />of acquiring all rights-of-way for the utilities, including the proposed storm drain project and future <br />Pepper Avenue extension to Agua Mansa ld. <br />a <br />City Manager's Concurrence: <br />Report prepared by: Nitin Modi, Principal Electrical Engineer <br />Page 2 of 2 Item No. <br />
