AGENDA REPORT <br />CITY OF COLTON <br />For City Council Meeting of <br />May 3, 1994 <br />April 27, 1994 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Julie Hayward Biggs, City Attorn <br />(;e <br />SUBJECT: Affirmative Action Plan/Selection of Consultant <br />Background: <br />At the Affirmative Action Committee meeting held on April 21, 1994, it was the <br />consensus of those present that a recommendation be made to the City Council regarding the <br />selection of a consultant to assist the City in the development of an effective Affirmative Action <br />Plan. Mr. Mel Albiso agreed to consult with a variety of people and entities to develop an <br />appropriate description of the services to be provided so that a Request for Proposal ("RFP") <br />may be advertised and circulated. Attached is a proposed form for that RFP. <br />Financial Considerations: <br />One consultant who has experience in preparing Affirmative Action Plans was <br />present at the Affirmative Action Committee meeting and reported that preparation of a plan <br />would probably take 30 days with an anticipated cost of $5,000 - $6,000. The Committee <br />discussed the advisability of having staff prepare an Affirmative Action Plan, but the consensus <br />was that an independent consultant who could devote full time to the project would be a more <br />efficient way to proceed. <br />Recommendation: <br />It is the recommendation of the Affirmative Action Committee that the City <br />advertise and circulate a Request for Proposal substantially in the form of the attached RFP, and <br />that proposals be solicited from qualified individuals and firms to act as consultants for the City <br />in the preparation of a legally adequate Affirmative Action Plan. The Committee further <br />recommends that the RFP be advertised for a two week period and that every effort be made to <br />promptly select a consultant so that this important project can go forward very quickly. <br />
