CITY OF COLTON <br />AGENDA REPORT ccoNT�rvuE�� <br />FOR COUNCIL MEETING OF MAY 3, 1994 <br />SUBJECT: An Appeal of Planning Commission's decision concerning File Index <br />Number DCV-54-93 relating to Thermal Combustion Innovators, Inc. <br />PROJECT DESCRIPTION: <br />As Council may recall, the applicant, Thermal Combustion Innovators (TC1�, is requesting <br />approval of a Conditional Use Permit, Major Variance, Design Review, and Environmental <br />Assessment for the installation of a new 400 pound per hour medical waste incinerator. TCI <br />is a medical waste treatment facility that treats wastes generated by hospitals and medical <br />offices. Wastes are typically generated by patient care activities, laboratory services and <br />research activities. Waste typically consists of a mixture of contaminated general hospital <br />waste such as needle boxes, dressings and bandages, disposable masks and gowns, disposable <br />plastic canisters and basins, dialysis cartridges, test tubes and specimen containers as well as <br />pathological items such as organs, tissues, body parts and body fluids. Other waste generated <br />also consists of paper and paper products. <br />The waste materials are deposited in leak-proof containers and transported by TCI to their <br />facility for incineration or steam sterilization. <br />TCI currently has three 100 pound per hour incinerators and two steam sterilizers, also known <br />as "Autoclaves". In order for TCI to continue operating as a medical waste treatment facility, <br />it must comply with new regulations mandated by the South Coast Air Quality Management <br />District (SCAQMD). District Rule 1406 establishes thresholds for dioxin emissions generated <br />by medical waste incinerators. Since TCI's existing three incinerators cannot meet the <br />requirement of SCAQMD Rule 1406, TCI proposes to comply with the installation of a new 400 <br />pound per hour, controlled air, medical waste incinerator. <br />The proposed new incinerator will be located in a partially enclosed metal structure. The <br />proposed incinerator will utilize a 50 foot high discharge stack along with a 40 foot high bypass <br />stack. Both stacks are proposed to project above the partially enclosed structure. <br />Currently, TCI generally operates its facility 18 hours per day; however, the proposed new <br />incinerator is anticipated to operate on a 24-hour per day basis. Additionally, TCI proposes to <br />maintain two of the three existing 100 pound per hour incinerators for back-up use. These <br />incinerators will only be used in the following situations not regulated by SCAQMD Rule 1406: <br />1. The incineration of human and/or animal tissue waste. <br />2.
