Memorandum <br />Office of the City Attorney <br />October 13, 1994 <br />Page 2 <br />important individuals, regardless of whether those individuals have resided in the City of Colton. <br />Further, in the event that the City Council were to find the provisions of Resolution R-1 16A-93 <br />too restrictive, the Council may at any time repeal or amend that Resolution. <br />Conclusion: <br />The City Council is the final arbiter of the appropriate interpretation of the <br />provisions of Resolution R -116A-93. Nothing in that Resolution prohibits the City Council from <br />finding that a City park may be named after an individual who has never resided in the City of <br />Colton so long as that individual is found to have served his community in an exceptional and <br />distinguished way. <br />
