CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of October 4, 1994 <br />TO: HONORABLE MAYUR AND CITY COUNCIL <br />FROM : JOHN HUTTON .-�' <br />Publ ic� Works Director / <br />� � <br />.���a �'O <br />`�oorvo r��aa s <br />...�.-.-�... * <br />1887 <br />� �� <br />� �foto <br />DATE: September 29, 1994 <br />SUBJECT: RECOMMENDATION FROM UTILITY COMMISSION REGARDING PERMITTING <br />FRANCHISE REFUSE HAULER3 <br />BACKGROUND: <br />In 1989 then Ci�y Manager Leslie Keane presented a report to the City Council <br />regarding the operations of Private Franchised Refuse Haulers in the City of <br />Colton. <br />The basis of t�e report was to recommend limiting the number of Private <br />Haulers operating in the City competing against its own Public Sanitation <br />Operation, whic� was more strictly regulated. <br />Council directe� staff to: <br />1) <br />2) <br />3) <br />Adopt a po:Licy disallowing any new Private Refuse hauling franchises in <br />the City. <br />Notify all existing Private Refuse Haulers of its intent to limit the <br />number of Franchises and <br />Report bac.k to Council with recommendations for a City Wide Refuse <br />Haulers Program. <br />Preceding Council actions taken in October 1991 amending regulations and <br />Franchise requirements, and January 1992 permitting one applicant's request <br />for continuing their operation in the Community, were all based upon the <br />initial intent to limit the number of Private Haulers operating in the City <br />and tighten confirols on those remaining or permitting to continuing servicing <br />in the City. <br />DISCUSSION: <br />The Citys Sanitation/Recycling Operations can be of major benefit <br />economically tc� both the city and its customers if allowed to operate on <br />impeded by the pressures applied in an open competitive market. <br />Not unlike the cities other three enterprise operations (Water, Sewer and <br />Electric) whicYi are not competing against a free market opponent(s) for <br />business based on profit, the Citys Sanitation Operation is a non-profit <br />. /���� ! <br />� -��.. w <br />r <br />
