Enterprise Operation, controlled strictly by State Laws and the Local Agenc
it serves.
The broader customer base made available to the Citys Sanitation Operations
"particularly the Commercial Base" provides for a revenue source capable of
sustaining the operations needs for equipment and manpower to meet the
service levels expected by the Community.
The City retains control and flexibility to its citizens in having its own
Sanitation Operation which can grow to meet the needs of a growing Community.
The purpose of retaining at least one Private Hauler was to be able to
provide roll-off (40 cubic yard containers) service that the city currently
does not have, and to ensure its ability for transition into the broader
commercial customer base it would be moving into, from the departing Private
Haulers.
RECOMMENDATION:
The Utility Commission would recommend that the City Council continue with
its intent to be the primary Sanitation Service in the Community not
permitting any further Private Franchises then currently existing.
Additionally seeing the need to have the equipment to assure this growth
occurs provide a real equipment depreciation fund that will allow for
replacements on a regular basis for the future for new customers.
City Manager's ^oncurrence
