CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of October 4, 1994 <br />TO: Honorable Mayor, City Council, and City Manager <br />FROM: Thomas K. Clarke, Electric Utility Director`' DATE: 09/26/94 <br />SUBJECT: APPROVAL OF AGREEMENT WITH CALMAT CEMENT COMPANY <br />FOR SWAPPING AND ACQUISITION OF EASEMENTS AND <br />RIGHTS-OF-WAY FOR TRANSMISSION, DISTRIBUTION LINES, <br />AND STORM DRAIN PROJECTS <br />BACKGROUND <br />As City Council is aware, the Electric Department has started planning and engineering work for a <br />new substation, and transmission and distribution lines, to provide electric service to the county <br />hospital, RIX Project, and other loads in the western part of the city. On May 2, 1994, Council <br />authorized staff, along with its consultant, to negotiate with different property owners for <br />acquisition of necessary easements and rights-of-way for proposed transmission and distribution <br />lines. <br />STATEMENT OF THE PROBLEM <br />Due to uncertainty regarding the realignment of Agua Mansa Road between Rancho Avenue and <br />the Rialto Channel, and crowded SCE electric lines along Agua Mansa Road with prescriptive <br />rights-of-way, the Electric Department selected a route for the proposed transmission and <br />distribution lines through CalMat Properties, Inc., (CalMat). <br />The transmission line route will follow the north portion of the CalMat property along the flood <br />control channel, then turn northerly at the recycling center where it will cross Agua Mansa Road <br />and then it will terminate at our proposed substation at the Pepper Street extension. Part of this <br />route will be utilized for a proposed storm drain project and extension of Pepper Street between <br />Agua Mansa Road and Slover Avenue. <br />A new 55-f6ot right-of-way was also proposed on the north side of Agua Mansa Road from its <br />present center line for the proposed distribution line for the RIX Project and future realignment of <br />Agua Mansa Road. <br />Page 1 of 2 Item No. 6 <br />
