5y <br />Mr. Williams said his main concern is with Item 1 in regards as to what the City's position <br />should be on our recreational playgrounds. <br />Mr. Williams said as far as he knows the Little Leagues in Colton are not following any of <br />the procedures, perhaps they are now aware of them. Mr. Williams further said that the <br />City Recreation is curtailing outdoor activities during first or second stage alerts. <br />Mr. Williams stated he would like to hear Council's opinion as to what the City's position <br />or responsibility should be to those groups using City owned facilities for recreation <br />purposes. <br />Mr. Williams reported that even in first stage alerts, doctors have indicated some damage to <br />younger children and all steps that are taken by the various agencies or would be taken by <br />the Council are on a voluntary basis, however, APCD has told him that probably in August of <br />this year there will be specific procedures mandated by the EPA in Washington. <br />Discussion followed on the City's responsibility in notifying the public in regards to the <br />various smog alert stages. <br />On Council consensus it was decided that Staff come up with some procedures to follow upon <br />knowledge of second stage alert, that the procedures pertain to activities at City owned facili- <br />ties, and that they be presented to the Council at the next regular meeting. <br />Mr. Williams stated in his opinion, the City should notify the various Little League Groups <br />when the City receives word of an upcoming alert, however, those recreational activities <br />being operated by the City such as, the Summer Recreation Program should have all strenuous <br />activity curtailed. <br />Councilwoman Spragins stated that everyone including those at the highest level in Washington <br />know what and who is causing all of the smog problems and it upsets her to see all the little <br />people suffer because of lack of proper restrictions being placed on the air polluters by <br />those in Washington who have the power to correct the problem. <br />Imagine City <br />Mr. Williams stated Wednesday members of Staff would be making a trip to Huntington Beach to <br />look at a playground that has the Imagine City recreational equipment that the City wants to <br />purchase. Mr. Williams invited the Council members to join Staff if they wished. <br />Colton Marlin Swim Team <br />Mrs. Webb, 819 Allen Street, stated she is a mother of three children swimming on the Marlin <br />Swim Team and was shocked to read in the newspaper about the cancellation of Funding. Mrs. <br />Webb said the press article was not very clear as to why the funding was not approved and <br />she would like to know more about it. <br />City Manager Huffaker said that in the past the Colton Marlin Swim Team had operated out of <br />the Colton Plunge with a Colton Employee as their Swim Coach, however, when it became neces- <br />sary to close the pool this summer the Swim Team then became a private organization no longer <br />under the City Recreation Program. <br />Mr. Huffaker said for this reason, the Council cannot make a donation or sponsor a private <br />organization, such as the Marlin Swim Team now is. <br />Councilman Hayes stated he realized it is not the fault of the Swim Team that they are having <br />to swim out of Colton, however, the people must also realize that it is not the fault of the <br />City. Councilman Hayes said the City could possibly find itself with legal problems if it <br />contributed to a private organization no longer associated with the City. <br />City Manager Huffaker explained that it is very difficult for the Council to have to turn down <br />various worthy organizations when they ask for financial assistance, but then how would a <br />determination be made as to who was to receive funds and who wouldn't. Mr. Huffaker said in <br />the past, the Council has received funding requests from the drill teams and other very worthy <br />organizations. <br />Mayor Huntoon said he as well as others on the Council, feel very strongly that if something <br />is done about a new pool facility in the immediate future, that the Council will have to take <br />a look into possible repair and refurbishing of the old pool. <br />Councilman Hayes reported that the School Board of Education voted on Tuesday to place the con- <br />struction of a pool on the next ballot. <br />Mrs. Webb asked why the pool was all of a sudden in such ill repair. <br />Mayor Huntoon replied the pool was constructed in 1920 and construction standards then by no <br />means compare to the standards of today. <br />Mrs. Webb then read a letter from a 12 year old member of the Marlin Swim Team, in which the <br />little girl asked the Council on behalf of all the Swim Team, that it continue funding the <br />team at least through this summer season. <br />Mrs. Montroy stated that the children on the team were really upset over this incident and <br />she wondered why the parents or someone from the team was not notified of Council's decision <br />not to continue the funding. <br />J v N 2 7 1974 <br />
