Sts <br />Mayor Huntoon then asked if the City had two automobiles sitting on the parking lot, would <br />this fill the need of the four individuals involved, or do they need their own personal car <br />on a steady basis. <br />City Manager Huffaker stated that was correct, in fact, he stated the Planning Director and <br />Recreation Coordinator now presently use their own vehicles on a continuing basis without <br />compensation. <br />City Manager Huffaker reported the four individuals involved were: City Manager, Planning <br />Director, Recreation Coordinator, and the Electrical Utility Director. <br />Councilman Hayes asked what would be done in the cases where the departments now have cars <br />with radios -in them. <br />City Manager Huffaker stated he personally did not want a radio as he felt he was readily <br />available through his secretary and always keeps in touch when not in close proximity of <br />City Hall. <br />Mr. Huffaker said that in discussion with Mr. Harold Preece, he will probably be using the <br />portable type that you carry in and out of your car. <br />City Manager Huffaker said as he had previously indicated during budget session, he has dis- <br />cussed this with other department heads and they have indicated they were favorable to the <br />car allowance, so in the future, when a car needs to be replaced, he would like to place that <br />department head on the car allowance policy. <br />On motion of Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed, Ad- <br />ministrative Policy No. IV -C-6, Automobile Allowance was approved. <br />Council Members' Expense Account <br />Councilman Rehrer said at a previous budget session there was a proposal to add an expense <br />account for City Council members. Councilman Rehrer stated he personally would not like to <br />be included under this proposal as he prefers to have the City handle all of his expenses <br />and would not like the idea of merely signing some type of paper to receive moneys for his <br />expenses. <br />City Manager Huffaker stated the paper involved would be an Affidavit and this affidavit <br />has been prepared and submitted to the City Attorney for review. Mr. Huffaker said under <br />the proposed method, Council members incurring an expense would submit their receipts to <br />the City to receive their money or sign an affidavit itemizing their expenses. <br />Councilman Hayes stated the expense account as he understood it, was there for use only if <br />needed and then for those expenses incurred while on City Business. <br />City Manager Huffaker replied this was correct. <br />Mayor Huntoon stated he also felt negative about the additional $150.00 per month that has <br />been added to the budget for each Council member's expenses. Mayor Huntoon said that he <br />understood this had not been previously approved although it has been discussed. <br />After further discussion, on Council consensus the amount of $150.00 per month per Council <br />member for Expense Account was deleted from the Budget. <br />Mileage Allowance <br />City Manager Huffaker stated this item was to increase the present mileage rate of 80 per <br />mile to 15� per mile and is for any employee who utilizes his/her private automobile while <br />conducting City business. <br />On motion of Councilwoman Spragins, seconded by Councilman Gonzales and unanimously passed, <br />Administrative Policy No. IV -C-5, Mileage Allowance was approved. <br />Air Pollution - Smog <br />City Manager Huffaker stated Planning Director Williams has a report to give in regards to <br />Smog. <br />Planning Director Williams said the City had received a telegram in regards to a predicted <br />Stage Two Warning or Smog Alert. Mr. Williams said this involves the Environmental Protec- <br />tion Agency and goes back to procedures that the Agency established in October, 1973, for <br />the South Coast Air Basin, which includes Los Angeles, Ventura, San Bernardino, Riverside <br />Counties. - <br />On the basis of the procedures of the EPA, a Federal Agency, the County of San Bernardino <br />has come up with procedures on how to notify the various agencies in regards to smog alerts. <br />Mr. Williams stated at this point, the telegram from APCD for San Bernardino County lists <br />three possible things to do in regards to a second stage smog alert which they are predicting <br />for tomorrow and these are: <br />1. Outdoor city parks and recreational areas be closed. <br />Z. City fleet vehciles be limited to emergency use only. <br />3. Employee car pooling efforts be used to the maximum extent possible. <br />Mr. Williams stated these three items are only recommendations by the APCD. <br />Mr. Williams said it was his understanding that some groups, such as, school districts, some <br />little league groups, the City of Fontana, and others are following these bulletins that <br />are put out by the Air Pollution Control District. <br />4UN, 27 1974 <br />
