s <br />Water Reservoir: <br />City Manager Huffaker stated that a new water reservoir has been previously discussed with the City <br />Council, at an approximate cost of $500, 000. Mr. Huffaker said that $100,000 has been placed in the <br />current budget for engineering, site preparation and related costs, with the additional $400, 000 to be <br />financed in the ensuing fiscal year. <br />Sewer Line Replacement: <br />Mr. Huffaker said that it has been Staff's approach to set aside certain amounts of monies each year for the <br />video taping and also the construction and replacement of the sewer lines . <br />Mr. Huffaker stated that because of the extensive work and monies involved with the sewer lines and street <br />overlay program, Staff would suggest that certain funds be set aside each year towards these improvements <br />and develop a long-range program to follow. <br />Mr. Earl Young, Public Works Superintendent, gave the Council members an up-to-date report on the sewer <br />line improvements and relocation of lateral lines . <br />Mr. Young advised that a new plastic -type liner will be used in the existing lines, and as soon as all of the <br />data is complete, Staff will be able to go out to bid on these projects and the work can be started. <br />Mr. Young stated that $38, 500 had been budgeted for sewer line work along Mt. Vernon Avenue and portions <br />of Colton Avenue, and things look very promising now so that this work can be accomplished with the amount <br />of money budgeted, with additional work along Colton Avenue. <br />Park Improvements, Including Irrigation Systems. <br />Mr. Huffaker advised that the Park Improvements, including the Irrigation System, is actually a two-phase <br />recommendation, which consists of suggestions for the high maintenance of our parks and parkways and <br />the proposed work to be done in the parks, with an overall design and improvement plan for the ultimate <br />development of every park. <br />Mr. Huffaker stated an irrigation system is planned to replace the sprinkler system, and present watering system <br />used for the parks, which at this time is very costly and requires a great deal of time and personnel. <br />South Side Fire Station. <br />Mr. Huffaker advised the construction of the south side fire station is somewhat dependent upon the develop- <br />ment of the Cooley Ranch area, and south side annexation areas. Mr. Huffaker said at this point it is very <br />difficult to say when the need will arise. <br />Cemetery Improvements. <br />Mr. Huffaker said the Cemetery improvements will consist of curbing and the ultimate design of the cemetery. <br />Mr. Huffaker advised that Staff does not have any specifics at this point or recommendations as to what should <br />be accomplished. <br />New City Yard . <br />Mr. Huffaker said that as Council knows additional property was purchased this year near the existing Electrical <br />Yard for the location of the new City Yard. Mr. Huffaker advised that at the present time there is no design <br />or development of the area. <br />Multi -Purpose Center. <br />Mr. Huffaker stated there has been some discussion of constructing a new Multi -Purpose Center, however, there <br />has been no location designated as yet. <br />Mr. Huffaker advised that the present agreement with the owner of the building used for the Multi -Purpose <br />Center will expire in November. <br />New Library or Remodeling of the present one . <br />Mr. Huffaker stated that several years ago a Gneral Obligation Bond failed for the construction of a new <br />Library, and there has been some discussion on the possibility of refurbishing our present library. <br />Mr. Huffaker said the Womens Club in Colton has conducted a survey, regarding the construction of a new <br />library, which should be completed by the April Board Meeting. <br />City Hall Expansion and Improvements. <br />Mr. Huffaker stated that City Hall is now reaching a bind as far as expansion is concerned with several <br />departments, primarily in the Finance and Personnel Departments. <br />Councilwoman Spragins said she understood that City Hall was constructed in such a way to allow for a <br />second story to the building. <br />Mr. Huffaker said this will be checked into. <br />
